The current Nakijin Village Government Building, constructed about 60 years ago in 1962, has prompted the formulation of a new building concept due to several reasons:
1. Increasing maintenance costs due to the aging building
2. Failure to meet seismic standards
3. Administrative operations being hindered by outdated facilities
Key points of the concept include considering elevating the site through reclamation, despite being outside the predicted tsunami inundation area, to reduce tsunami risk. Additionally, operational methods were examined not only for the traditional public construction and operation model but also including PFI (private finance initiative). However, the final decision was to proceed with the traditional public construction and operation model.
